Image or text outside editable margin?

I have a document here where what appears to be a text box is outside the editable margin of the document. I cannot do anything with it and it appears to just be a template of some sort but it is baffling me. I want to create a document similar to this, but I do not understand how it was done! If you would like to look at the document I am referring to, please go here: (skip the first page)

I want to make something like they have on the left side of that document, any help you can provide would be fabulous!

I tried making just a regular template and that did not work.

If you edit the HEADER, you can select and manipulate the image.

Agreed. It is part of the header (or footer). It is a floating text box with rotated text and the box dragged into the margin area. Depneing on your page setup options, this can appear on every page or just a single page.
