image map with rollovers?

I was looking at the following website and was currious how they created this? it looks like and image map to me, but how do they add the swap image effects?

tricky tricky...
is just a image map and they are changing the whole graphic.

actually the whole map is divided in two (north and south) and when you over one of the hotspots the whole north or south graphic changes to something else. (is not just the state that changes.

How I know?
Save the page with IE in some temporary folder, go to the page and check the folder created with the same name as the file.
check the images that are loaded with the page and from there check the code and you'll figure it out.
