Image Conversion- BMP to JPEG - FREE =)

I am looking for a way to convert a BMP to JPEG without having to buy a third party OCX or deal with the licensing of using some third party conversion program.
I am simply looking to build a testing application that incorporates saving Screen Prints to the database as part of the results. Any ideas or direction would be greatly appreciated for I have been spinning my wheels for awhile on this one. Thanks.

The best freeware is IrfanView. It gives more than you want and it is free!

Download it from many sites.
