Image cannot be brought to the top; stays underneath other components

I need my images to be able to be brought on top of all other components. And I can't have the other components as owners of these images. Either that, or is there a decent workaround to this problem? I could have sworn there was code about this but I cannot find it to save my life and I've been looking for three days.

I was going to pair the image up with a panel or something and then just work like that, but I hate to do it and don't want to for code reasons. And I tried using the canvas, but i need to be able to access when the image is clicked on, among other things that I couldn't get with the canvas. Which leaves me STUCK.
