Image background rejection

In sharepoint designer I am trying to change the background image. I have tried it on the master page and on the other pages to no avail.

I can select the image and apply it but when I try to save the page it tells me that the "content in the embedded form field may be changed by the server to remove unsafe content.

I checked the file type, it is a png of our company logo that I edited in powerpoint to repeat and make it transparent. I saved it as a .png which should not cause a problem.

by the way I have also tried both absolute and relative url addresses.

Please help
