I'm trying to create a VPN and Windows Server is giving me fits!

Ok,I've tried to study different FAQs that Microsoft puts out and I'm having trouble understanding the lingo. In a school project, I'm trying to create a VPN between a Windows Server 2003 machine and a Windows XP Pro machine. The XP Pro is not any problem. The Server keeps asking for ICS to be enabled. The ICS isn't even one of the installed services and isn't required for a VPN. So, why am I getting the message that it has to be enabled?

If possible, I'll get a screenshot of the popup window I get when trying to configure the server.
 
Mmmmmmmm not sure what your clicking on to get that message but basically you need to install and configure Routing and Remote Access on the server. Once this is done you need to ensure your firewall allows PPTP and GRE passthrough to the server and then you will be in a position to do some testing!
