I'm setting up a frame relay link between a CISCO 75xx and a BAY ASN. I used CISCO as frame relay encapusulation while is used Annex D for the BAY. My understanding is that the encapsulation = CISCO has local meaning and not an end to end encapsulaton. The frame relay is not coming up. No LMI synchronization is taking place. What do you think could be the problem? Thanks for your tips.

I did something like this before...make sure that you have the correct LMI types. I did this before and the phone company told me the wrong types...

If you are using Annex D on the Bay, then on your Cisco
the encapsulation should be ANSI. This is assuming
that when telco provisioned the frame-relay they setup
the LMI type as Annex D on the switch.
Also, to connect a Cisco router to a non-Cisco router
across frame relay, your encapsulation type should be
IETF, as the default is CISCO I believe. You can do
this on just the subinterface if needed as;
Hope this helps. If it still doesn't work, call telco.
They're good at screwing up the LMI type.
Also, pay attention to the fact that many carriers use Ascend gear. A lot of this gear simply auto detects what you are set for.
