I'm having trouble setting up a netware target.

Issue the command bperror -statuscode 59 -v -r. This will give you the meaning of the error code and the recommended corrective action. It does look like NBU is not recognized as a valid server. If it is a media server make sure thet the bp.ini file on the Netware server contains an entry for every server that could perform a backup.
