illegal operations err in Microsoft Outlook

One of the users I support is receiving error "this program has performed and illegal operation and will be shutting down". Most of the time after selecting OK the user starts working in Outlook. In addition the OS Platform is Windows 98. Defrag has not been ran in a while.
One more note, I just inherited this site. Lucky me.
