illegal characters in proxy server address

We push out our proxy through Group Policies. It has worked flawlessly for 3 years until 1 day a few people had issues getting to the internet. After checking their proxy server settings in Internet Explorer, there were illegal characters in the address and did not match the address we are pushing out. For example, we push out the proxy server's IP Address as 192.168.2.107. After looking at the proxy settings on the affected clients, theirs read #92.168.2.107. Other characters were ! and even %. It eventually affected other compters. We are protected from virus at the client and server and also have run online scans on the affected computers. We ended up having to run a script that modified the registry to allow the users to change their proxy settings.

Any ideas on where these illegal characters are coming from?
