IKE vpn errror in sonicwall log

getting this error messageabout 100 per minute and its seems to be causing our internal network to choke
we have SonicWall Pro 2040 with enhanced OS

SA -payload processing error
and
IKE Responder: IKE proposal does not match (Phase 1)
its all comming from the same IP address.
why is this happening, what is the best way to resolve this?
what a simple network blocking all traffic from that ip work/

It should. Looks like someone or another firewall is trying to connect via VPN.
