IIS5 Metabase Backup

I have a user who is not in local admin group that would like to be able to use the backup facility (backing up metabase) within IIS manager. I can only get this to work by putting the user in the local admin group which I don't want to do. Surely it's only a matter of permissions and rights? I have tried opening permissions and rights for the user but with no success. Can anyone help.
