IIS4 folder versus direct url security

When basic users (ex. tuser) on our intranet access a folder's default.htm with the following sucurity:

Creator Owner (RX)
Intranet\Administrators (Full)
Intranet\Intranet Administrators (RWXDP)
Intranet\Intranet Authors (RWXD)
System (Full)

They are prompted for login...But if they connect directly to the URL of the folder's contents, they are not prompted for any security.
