We seem to have to restart IIS quite a bit to get Webi to work properly. Does anyone else have this issue or know what may be causing this?

What version of WebI are you running? Also, what version of Windows (and Service Pack) are you running. I've not seen this problem before. However it could be related to some the Application security settings of the virtual diretories in IIS.
