IIs Virtual Directory error #403

I'm running IIS 5.0 on a W2KSP4 box which I use as a testing server using PWS for client approval prior to going live. My question/problem is I have set up virtual directories under IIs for each client. While in Dreamweaver UltraDev MX, I can see the testing server - the virtual directory, i.e. localhost/folder/file.htm behind my router on the local network. If I try to see the clients page, the virtual directory, remotely I get the error #403 page that the page requires a login to view and I do not have the permissions to view said page. In IIS I have set the permissions correctly, to best of my knowledge, such as anonymous user access and the folder is set for web sharing. Any help would be so appreciated.
