IIS using SSL is slow

I have set up IIS4.0 to use SSL ( a certificate I created using Certificate Server ). If I lock down a rule in the FW to ONLY allow https packets between PC and Server I can see some HTTP packets dropped and it takes minutes to get the certificate to the client. If I allow http it downloads the certificate in seconds.
Any ideas ??
