IIS Redirection - Remote Site??

My problem is that if our intranet web server becomes unavailable (power outage, t-1 goes down) our intranet site is not available to a remote site. We have iis running at the remote site and the important web pages needed are available on that server (under a different url). However I can not figure out how to apply a rule that would basically say "if this site is unavailable then display this instead". Other info: the sites are in different subnets, all info in dns is correct (foward and reverse). When the connection between plants is available the remote user's can type in the url of the remote web site and it works fine, however if there is a problem with the connection between plants the remote user's claim their local site is unavailable??? I have not been able to find too much on this - would Network Load Balancing Services apply here, or no due to geographic location? If there is any additional info i can supply that may help please let me know. Thank you in advance.
 
Do these two sites share the same DNS server or do they each have a DNS server and replicate info. It is possible to set this up with fault tolerance, and I just read about it a week ago in Mark Minasi's 2000 Server book. I will try and look it up for you here in a little while.

they both have a dns server (if connection is cut between the 2 sites then both can still function), and all entries are replicated on both servers. I know what you mean by fault tolerance, but have never used it before. I would definitely appreciate the info if you have it. Thanks.
