IIS "started" but server tree icon appears to be "dim"

Am I missing something here? It ran fine for months then all of a sudden the IIS server icon (named 'Titanic') is dim and the web server is not functioning. The web server claims that it is running though. Multiple reboots haven't solved it. There haven't been any hardware or software changes. Internet still works.
 
does "system" have NTFS rights on the home folder ?
