IIS port Blocked URGENT!!!

I am replacing a guy at this business and when there were problems with Nimda he blocked the port instead of just patching the software. I'm having an off day and for some reason can't figure out how to unblock it can any of you navigate me in the right direction?? ASAP!!

Typically a port is blocked at the firewall or perhaps using an access list on the router.
 
ok the problem with that is that the guy is unreachable and he's the one that set it up and the guys at the company failed to get the ip and passwords from him. Is there any way to get around it? He's used the router directly to block it.

He probably setup the router to deny all traffic on port 80. If this is the case it is not an IIS problem but a router problem. And if this router is your only connection to the internet then there is no way around it unless you remove that from the router access list.

If the guy didn't give anyone the password to the router, you're in trouble. Give the router vendor a call to find out how to bypass the password. It might even involve having the unit sent back to have it's firmware replaced.

If this is a Cisco router you can change the password by changing the configuration register during bootup. But let me stress that I would definitely get someone who knows routers to do this and also remove the deny on port 80 from the access list.
