IIS permissions to execute program on remote servers

I am trying to execute a batch file that runs a program to retrieve info about other servers and then display that info in a web page. Specifically I want to use the Resource Kit DUMPEL utility to retrieve event log info about various other servers under web page control. I can manually run the utility from the IIS machine and get proper data but when this utility is run via a web page call, it does not retrieve any info, I get an error code 5. Any one have any suggestions, it seems like a permissions problem of some kind.
