OK - to add to that, XP-Home isn't what you want when doing ASP development work... not totally sure about IIS though.

IIS is not available on XP home

I was told this by someone i was on a course with last week. IIS is only available on the XP pro version sounds like a bit on a nasty microsoft trick to get u to buy the expensive one.
 
It is possible to port PWS over to XP from Win 98.

Also it is possible to get IIS working on XP-Home. Requires some tweaking.
