IIS needed to run Exchange?

OK,
Just had a disagreement with a teacher on this issue.
Is IIS needed to run a base installation of Exchange 5.5?
What I mean by base is no Outlook Web Access installed.
I say that since Outlook Web Access will not be used, IIS doesn't need to be installed, he say's it does.

Who is right?

U are right, it's not needed if not using OWA.

In Exchange 2000, it is needed, no matter what.
