IIS Log File error sc-win32-status

I am having the same problem reference in the above archived thread.

Client/Server Info:
Windows 2003 Server
Windows SharePoint Services web site
User clicks to download a large PowerPoint file (1.48 MB) and gets "page cannot be displayed" in IE (IE 6.0 running in W2K Pro)

Log info:
sc-status = 200
sc-substatus = 0
sc-win32-status = 64

Has anybody found a solution to this problem or at least have any idea what is going on? I have seen this problem reference multiple places but haven't found either a solution or good explanation on what is happening.

By default IIS6 locks down what it will allow to download compared to IIS5. I thought the PPT file was allowed. what is the extension of the file? Zip the file and see if that downloads.
