IIS Locking Files?

Hi, I'm having issues with a database frontend (connects to a remote SQL Server DB) that uses IIS to 'present itself' (all of its pages are done in ASP/HTML). We run reports through this package, in PDF format, and every so often a user will not be able to delete an old report and/or the database frontend will not be able to overwrite it. When I try to delete it, Windows responds that the 'file is currently being used by another application and cannot be deleted.' The only way that I have found to alleviate the problem, so far, has been to run IISRESET. Once that operation is complete, I can delete the report. The issue with this is that it requires me to kick everyone off the system...which can be annoying during the middle of a busy day. Does anyone have any suggestions/ideas as to what to do, or what could be causing this problem?

I used to have this problem. Make sure MS Access or a similar DB editor is not running and has the database(s) you intend to use online.
