IIS as a proxy?

I need to setup an off site proxy to reach some of the web site I visit, like this one. The reason my it people gave me is that "Chat" site are to be banned from all interenet access at my office. I have a computer at home with windows xp pro and was hoping that I could use that with iis (since it comes with it free) so that I can use that as a web proxy to continue to be able to come to sites like this...

If IIS can't be used as a proxy (I would also need it to require a username and password), could some one recomend a good program that could fill this need for free?? It just needs to be one user for now, but may end up being used by up to 8 people(though no more then that)...
