IIS admin dependents starting issues after reboot

I have an older Unity 4 server (2000 server sp4) that was having some issues. I issued a reboot and now the "IIS admin" service dependents wont start. It appears that IIS admin will start, but all the services under it will not (error 1053).

Here are the services under it that wont start (they just say "starting" but never do:

Exchange routing engine
POP3
NNTP
FTP
MS exchange MTA Stacks
MS Exchange Information Store
MS Exchange IMAP4

Have you changed the default security settings for these services ie changing from local system accounts to domain users accounts for instance? Was the server part of a domain and then removed from the domain or migrated to a new domain?
