IIS 6: Script to create subwebs?

I have a vbscript to create folders and then create virtual directories from those folders (based on a list of user names). I need a way to create Frontpage 2002 extension subwebs and make the users administrators of their own subwebs, using a script (hundreds of users). Any thoughts?

Am I even going about it the right way?
