We have an website with quite a few directories. We would like to turn one of these dirs into a subweb so that we can create a domain name that points to this directory. How can this be done in IIS?

I am assuming that you are running IIS on a server...

Create a new web-site in IIS and point the home directory to the physical directory location in the File System. Example:
C:\inetpub\
You would then either use a second Ip address and a DNS entery for the new website.
-or-
Create a DNS entery with the new domain name that points to the IIS server, then use a host header(within IIS) to direct traffic to the new site.
