IIS 5 FTP Session Times Out

We're getting Event log errors from users getting timed out while uploading to our FTP server. I've increased the timeout session from 900 sec. to 3600 sec and still have the issue. There is an adequate amount of space and for example, the the file size was only 25 MB. Has anyone experienced this issue and how did it get resolved?

Appreciate your help.
