iis 5 and hosting

i would like to start learning about how to host...
i have iis 5 on my machine..windows xp
how can i get online and view a page in my root directory called default.asp

if i type my ip address in followed by /default.asp will this work?
or can you give me any advice on how to use no-ip.com

any help would be great..
