IIS 5.1 Restrict Console Logons, but Allow FTP

Hello, I'm trying to work out a method of having userX be able to authenticate and access my IIS 5.1 FTP site, but not be able to log on to the console. My specifics are XP Pro, IIS 5.1, non-domain machine. Those cannot change.

What I've tried so far is to use the User Rights Assignment under Local Security Settings to "Deny logon locally" for userx. Unfortunately, that also restricts FTP, for whatever reason. I've also tried "Access this computer from the network," but giving userx this value is always trumped by the value that denies him local logon.

It seems to me that this would be a common scenario, but I'm not finding any help on msdn. Does anyone have any ideas?
