IIS 5.0 won't start

Hi,

I am having problem starting IIS 5.0. I used the Internet Service Manager to stop and start the default web server, but ,when I ran netstat to check TCP port 80, it's not listed. The also stopped and started the World Wide Web Publishing service. Nothing display when I type the following URL: Does anyone knows what is wrong? Thank you in advance.
