IIS 5.0 only allows images saved as .bmp

I have recently put up a new webserver running IIS 5.0. the website it is hosting function is to allow users to save images as .jpg files. the problem is they can only save as .bmp files. i've done research and i think it could be one of the updates i've done to the webserver but not sure which one.

anyone have ideas?
