IIS 5.0 and Response.Redirect or Permissions question

I am using IIS 5.0, prior to this I had been using IIS 4.0 and my application worked fine. Now, I am running into a situation where the server returns a 403 Access denied message when I am using a Response.redirect call. I can access the page by manually typing in the URL. This could be an NTFS permissions error, but I've set everyone to fulll access and it still does not work. Web Browsing etc.. has been enabled. Any thoughts? Thanks any help would be appreciated.
