IIS 4.0 Performance issue

I'm running a NT 4.0 Server (SP5 installed) w/IIS 4.0 installed. Recently, a revamping of a site was done on this server, which serves up large pdf files to users who access this site. The developers chose to force the pdf files to open inside a frame within the browser page.

This server is now seeing some performance hits because it is taking a long time for these files to load in users' browsers.

Does anyone out there have any suggestions for making this server perform better (I.E. allow these pages to load faster)? I've noticed that in some cases, simply opening the pdf file to a new window instead of loading it in the frame allows it to load faster, but for whatever reason, the developers want the pages to load in the browser, using the pdf plug-in. Any suggestions?
 
I think you should monitor server resources while those files are being accessed, maybe you need to upgrade the CPU, or add memory, or add more bandwidth to the link between the users and your server. My suggestion would be first monitor resources to target later the real cause of the problem. A+, MCP, CCNA
