I have 2 International sites that are linked off a main cm. 1 of these sites, due to lack of bandwidth are setup to force IGAR on all internal 4 digit calls. One of the sites calls to this office are failing due to 'need higher frl number'. Does the FRL need to be made higher on the COR of the stations or on the route patter of the outbound TG making the call?
 
the frl of the route needs to be higher than that of the cor on the stations.

I think you mean the otherway around, the COR FRL needs to be equal to or higher than the FRL set on the route pattern. FRL that is lower than that of step 1 on a route pattern will look to step to, then step 3 until it reaches a step that the FRL is either equal to or higher than.

If you are not defining permissions for outgoing calls via the FRL, then you may as-well set the FRL on the route pattern to 2 and the FRL to all COR's to 2. You can use 1 also if you want, but I would suggest 2 so that you can future proof (in case at some point you do wish to restrict calls using FRL)
