IFRAMES and scrolling

Can anyone point out how to do this:

- have i.e 3 frames, one top frame, one navigation frame and one content frame
- i just want one scrollbar to the right. the top frame has a specific size (not scrollable)

I've tried with IFRAMES but didn't solve it.

I'm new to coding so please be detailed.
 
someone will correct me if I am wrong, but I am pretty sure that if your content extends beyond one page it will put the scroll bars in there.

That has been my experience and is a good way to tell if your frames are too small.

But who uses frames any more?
