Iframe -vs- scrollable layers

I am creating a layout that used some iframes. I used iframes because of its ability to dynamically display scrollbars when needed. On top of that, only the data within the iframe needs to be refreshed. Someone mentioned that I should use a scrollable layer instead of an iframe. What is the difference? What are scrollable layers?

What are the benefits of using scrollable layers instead of iframes?

 
Probably using the css z-index...I wouldn't use iframes as a regular frameset will scroll...and iframes are not fully supported...
Iframes are a nightmare's nightmare....
