If running citrix why are TS CALs needed?

I am trying to work out licensing issues from TS & Citrix, 1 firm have quoted us for Citrix solution without including any TS CALs whereas another firm have informed us that we cannot run Citrix without TS CALs. I'm confused!!!

You need both Citrix Licenses as well as Microsoft TS Cals. Microsoft TS Cals allow you to connect to your server via Terminal Services running in application mode. The Citrix Licenses allow you to connect via terminal services using Citrix.

To put this a bit more clearly, Citrix MetaFrame XP can NOT run without Windows Terminal Services in Application Server Mode (Terminal Server in 2003). To connect to Citrix, the proper licensing must already be in place for connecting to Windows Terminal Server, plus any additional metaframe connection licenses.

Citrix MetaFrame can NOT exist w/o Terminal Server. The only time you wouldn't need Terminal Services CALs would be if Citrix is installed on 2000 Servers and all clients are 2000 or XP Pro.

Citrix licenses are required above and beyond what is stated in the following URLs.

Sorry I'm still being very dim!

Do I need Terminal Services to run Citrix. Can't I just have a Citrix server with ICA clients?

Damn, that's the money saving aspect of the comparison between a Citrix solutiona and a VPN/TS solution blown out of the water. Looks like Terminal Services is going to be the way forward for us.
