Each in a row has two numbers: anticipated amount and obligated amount. I wish to sum them in a report, but the anticipated amount should be counted only for those rows that have a value of zero for obligated amount. I have been unable to arrive at the appropriate syntax for the sum of anticipated amount.

=IIF(ObligatedAmmount = 0, AnticipatedAmmount, 0)

But this is for just a single item/record. You would need to have this a (hidden?) control and then an additional control to do the running sum of this one. Use the running sum for the display
