IExpress Installer problems

am trying to create an exe file using IExpress to update an Access 2003
database. I use an inf file to direct the installer what and where to put
the new update. The problem as IExpress tries to create the package I get
an error message tellimg me it can't find W95INF32.DLL. Is this file
installed with WindowsXP, from its installation disk as an accessory or can
I pick it up from Microsoft? Or am I doing something wrong?
