iexplore stays in systray after shutting down

Using Windows Me and IE5.5 and also did this with 6.0.
When I shut down IE it still shows in systray and I cannot restart IE even if I ctrl-alt-del and end task. I have to reboot to rerun IE. I am thinking windows problem since both versions of IE do this on my machine. Thanks for any ideas.

Found some other posts in another site and ran regclean and it seems to have fixed this problem.
