IEAK disable ICW doesn't work properly

I am using IEAK6sp1 to build an IE Kit.

The only option I choose to configure is "Policies and Restrictions".

At the end of the build process, I choose Internet Settings/Advanced and then goto the bottom and choose not to have the internet connection wizard run.

I install the kit on a a clean WIN2KPROsp2 machine (or any other WIN2K configuration).

Once the install is complete I launch IE and can succesfully navigate to any page. BUT...if I navigate to a page that downloads an activeX control (like the control comes down fine and then I get a prompt to "work offline or try again". This is triggered by navigating to a new page. This happens every time a component is downloaded.

IT NEEDS TO STOP! Any help is greatly appreciated.
