IEAK Component Security Error

I am running Internet Explorer 5.5 and have have installed Internet Explorer Administration Kit V5.5.

Running IEAK works fine until stage 2 where component downloads are done from the microsft website.
On all devices, standalone laptop with modem or networked PC's, a Compnent Security Error appears saying that the following compnent did not download correctly IECIF.CAB.
This is due to it being 'not digitally signed'.

Any options taken after this point do not work.

Any ideas from anyone would be greatly appreciated.
