IE7 Vista Business problem

I am using Vista Business and IE7 and for the most part the system works good exept when accessing a link for news or on a secure site. Click on the link and the browser does nothing, in the address bar is the address with a # sign behind it. I have tried setting security settings to letting everything through and now have it back to default settings. Any help woud be greatly appreciated.
 
Can you post an example site that has a link that behaves this way? Generally, the # is just a link placeholder or a link to the same page.
 
usually it is secure sign on , such as technet I get a white blank page. or it wont go anywhere at all and put the # sign behind the address of the page I am on.
