IE7 and "passed parameters"

OK here is what I would like to do,, we will be using a sofware, where you can add custom buttons to a "toolbar".. One of the buttons I want to add, is a link to IE, and then open a specific web page (ie crystal reports via web). How do I pass the url to IE, so it opens at the correct Webpage, but only when the users clicks this "button"?? Anyone got any ideas??
