I have IE 6 SP1 on Win2000 Sp3.
My ADSL connection (Swiss provider) is very slow and sometimes the pages don't load at all (white page) or just half of the page. I also tried with Mozilla but i had the same problem. I checked the DSL connection but is working fine (i also tried to download a Mp3 file and the connection was good).

I have the problem only while i'm surfing.
I also deleted the temporary files and restart the PC.
I also used the Antivirus, but i did not find anything.

The problem started after i changed my ADSL modem from a router to an USB model.

Maybe is only that? Any idea?

I resolved the problem by removing Norton Internet Security 2002.

What's the make/model of your modem and router?

Web browsing issues over DSL usually relate to the MTU setting. Most router configuration menus have a setting for it. Enable it and set it to something like 1400 first as a quick test. If the problem persists after that, then at least you'll know that's not the problem. Half-loading pages though definitely sounds like MTU to me - PPPoE uses a smaller packet size than other connections.

OK, yes that's another possibility! Good job!
