IE6 (SP1) won't run in Safe Mode in Windows 2000

I would like to use Amust 1-Defender in my fully patched Windows 2000 (SP4) but Internet Explorer refuses to run in Safe Mode and then dies fairly gracefully with an explanatory message box and the option of sending an error to Microsoft.

I have used 1-Defender in the past on Win2K so I guess that a more recent update has prevented IE6 from co-operating.

Anyone know which KB number might be relevant.
