IE6 (SP1) - How to activate standard MS toolbar

I used the IE6(sp1)IEAK to create a locked down IE6 installation. It's been installed on a few windows 2000 machines. Since them management has decided that they don't want the standard toolbar disabled. I've looked in the registry for the restriction and can't locate it. I also created a new installation with the admin kit that allows the standard tool bar but it doesn't over ride the previous installs restrictions.

Any ideas would be grateful.
 
Thanks bcastner, that's a good site but I still can't find how to bring back the "File Edit View Favorites Tools Help" menu.
