When our users go to browse the internet, they first need to authenticate to our firewall. Part of this authentication process requires the user to download files from the firewall. Any user that has IE6 that is using WinXP is always prompted to download the files. Is there any way to have IE just automatically download the files instead of blocking the download or prompting before downloading the files?

I don't think so. At least, the user needs to indicate the browser where to store the file.

Cheers,
Dian
